The Institute for Financial Education Aruba (IFEA) (Stichting Opleidingen Financiële Sector) is organising a lecture on September 26, 2019 regarding Anti-moneylaundering and Countering Financing of Terrorism (AML/CFT) in connection with the evaluation of Aruba by the Caribbean Financial Action Task Force (CFATF) in 2020.
IFEA has the honor to present the following three speakers who will each give a presentation on aforementioned topic from the perspective of the sector they represent.
Mr. Prakash Mungra studied business economics (1981 -1986) and accountancy (1987-1990) at the University of Amsterdam. He started his career at Moret & Limperg (legal predecessor of Ernst & Young) in 1986. His client portfolio consisted mainly of financial institutions. In 1990 he obtained the title of Chartered Accountant and became a member of the Royal Dutch Institute for Chartered Accountants. In November 1992 he moved to Aruba to assume the position of senior examiner at the Supervision Department of the Centrale Bank van Aruba (the CBA). In 1994, Mr. Mungra was appointed manager of the Supervision Department; in 2008 he was promoted to General Manager Supervisory Affairs; and in June 2010 to Executive Director. His main responsibility is to manage the supervision and enforcement division within the CBA. Furthermore, Mr. Mungra chairs the CBA’s Risk Management Committee and is a member of the Monetary Policy and Strategic Planning committees of the CBA.
Mr. Angelo Brete has been appointed Head of the Financial Intelligence Unit of Aruba as of June 1st, 2019. Taken on this new challenge, he is committed to foster leadership to, further strengthen the organization through continuous professionalization of staff members, safeguard integrity of systems, and supporting international collaboration. Prior to this appointment, Mr. Brete was Chief Financial Officer at the Department of Finance of the Government of Aruba. He initiated his career as a senior auditor at one of the major accounting firms in 1995 and thereafter, held different other positions in this field. His public service initiated in 2005, when he joined the staff of the University of Aruba. He is currently a member of the Supervisory Board of afore-mentioned institution. His academic background includes a Bachelors’ degree in Public Administration obtained at the University of the Netherlands Antilles and a Masters’ degree in Business Administration, with a major in Accounting, from the University of Groningen.
Ms. Sandy Odor graduated in 2013 at the University of Aruba, where she obtained her Master’s Degree in Law. She has followed several courses in Tax law, Civil and Administrative law, AML/CFT and Integrity Compliance, Management and Leadership and Tax treaties. Ms. Odor started her career in 2005 as Assistance Tax Advisor at Caribbean Accounting and Tax Consultants N.V. where she worked for more than 10 years. In 2012 she was appointed as AML/CFT Compliance Officer and in 2013 she was promoted to Manager of the Legal and Compliance Department. Ms. Odor is currently working as Manager Compliance – Statutory Regulations and Internal Business Conduct Policies/Procedures at Caribbean Mercantile Bank N.V. (CMB). Ms. Odor supports different departments within CMB with all regulatory compliance matters, translates statutory and regulatory requirements into internal policies and procedures and provides training to the staff. Ms. Odor has extensive experience in conducting compliance reviews and compliance assurance and sees to it that CMB and its employees continuously comply with laws, regulations and CMB’s internal policies and procedures.
